I hope you are all doing well!
As a follow up from our hearing on the mismanagement at Alice Griffith. Our office has received the following updates from McCormick Baron Salazar (MBS), The John Stewart Company (JSCo) and The San Francisco Housing Authority (SFHA).
MBS:
- MBS has been diligently working with the City of San Francisco on additional resources to help pay for the work that is needed at the properties and the City recently approved $500K in emergency assistance.
- There is ongoing conversation between the City and MBS about a possible second, much larger emergency assistance loan to be used to address aging vendor payables and immediate repair needs.
JSCo:
- Two elevators in the 2600 building were repaired and became operational as of May 6, 2025. We expect the third elevator repairs to be completed this week. During the time the elevators were out, we offered residents in the 2600 building the option of staying in a hotel while all three elevators were down, and six families accepted this option. The families have returned to their units. We also offered “runners” to help carry groceries and otherwise assist residents with their needs.
- As for the elevators in buildings 2500 and 2700, one elevator is operational in each building, and we will be scheduling repairs for the remaining elevators as soon as funds are available.
- Repairs to the elevators were delayed due to a lack of resources available to pay for the repairs. As for why some elevators are/were down, some were vandalized, one was damaged when it became “stuck” and the fire department had to help, and the others simply required repairs.
Regarding claims of overflowing trash, rats, roaches, and power outages, below is a summary of what has been done to address those issues.
- On trash collection, trash left in the designated garbage area is sorted daily by a contractor and moved outside for pick-up, the designated garbage areas are cleaned, and pressure washed weekly, and bulk pick-up occurs every other week. The property sees an enormous amount of new trash left on site every day (by both residents and non-residents), including in the garage and common areas inside and outside of the buildings. Our staff work hard to ensure the trash is picked up daily, but it is very difficult to keep up with.
- Alice Griffith has regular pest control services; however, the rodents are attracted by undeveloped land surrounding the property requiring additional and enhanced services. Once the loan comes in, these additional services will be added.
- The garage doors have been vandalized and otherwise damaged numerous times over the last few years. We have bids to repair the garage doors, and the property has received approval of loan funding to pay for these repairs. This work will be scheduled shortly.
- The property has experienced power outrages from Pacific Gas and Electric Company, in some cases as a Public Safety Power Shutoff, or PSPS, which is a prevention tool for PG&E as a last resort measure to help prevent wildfires during dry, windy weather. For the most part, these outrages have been brief and addressed within 24 hours or less.
SFHA:
- The Housing Authority/CVR/JSCo have reconciled the status of all vacant units at the property to determine what units are eligible for referrals and have worked together to start assigning applicants to units.
- The Housing Authority hosts two, weekly meetings where Alice Griffith reps coordinate with the Authority to resolve systemic or other issues.
- There have been thirty-eight (38) referrals to JSCo from the Housing Authority with zero (0) denials.
Our office will continue to check in with residents and work with MBS, JSCo, and the SFHA. As I've stated before, I have committed to holding regular oversight hearings if necessary- until meaningful progress is made and residents' concerns are fully addressed.
As we move into the month of June, I'm excited for the upcoming Juneteenth celebrations. This is a time to honor freedom, resilience, and the ongoing fight for justice in our communities. I look forward to celebrating with you- whether it is a gathering with community here in District 10, or marching together in the parade down Market Street.

- April 19 - Such a beautiful Dogpatch Easter Egg Hunt at Progress Park! Great neighborhood and great people!
- April 19 - I attended one of the many school district sessions today at George Washington Carver Elementary; Learning about SFUSD’s plans for the district’s future. Parent and family voices are most important always!
- April 22 - I had the pleasure of attending and honoring Commissioner Brandon for 28 years of service as an SF Port Commissioner and President!
- April 22 - Congratulations Ay'Anna Moody for being selected as the Warriors Community Foundation New Executive Director. Well deserved and super proud of you!
- April 25 - Congratulations to City Build on 20 years of service, training and connecting people to jobs and careers.
- April 27 - Another great year at Black Cusine. It's always a great time with good music, good food, and good people!
- April 28 - Such a great ribbon cutting event at the Potrero Gateway Project. Getting the work done with community, one project at a time.
- May 1 - Happy May Day and International Workers Rights Day. When we fight, we win!
- May 3 - Beautiful grand opening event at the new YMCA at Crane Cove in Dogpatch. This was truly a community effort led by Dogpatch and Potrero Hill residents. Thank you to the YMCA (Tacing, Takija, and Jaimie), Associate Capital, The SF Port and donors who understand the importance of community benefits with development.
- May 10 - Such a great turn out to the Neighborhood Beautification Saturday morning in Bayview with DPW, Urban Forestry and the District 10 Community. Volunteers will be picking up trash, doing graffiti abatement and planting trees in community. I want to thank all the volunteers and everyone who took time out of their morning to help in our neighborhoods.
- May 13 - Great event at the Samoan Community Development Center (SCDC) - book launch and reading. Congratulations Sophia!
- May 14 - Great conversation at the Bayview Hunters Point Multi-Senior Services Center. It was great to speak with them about their concerns and learn more about community history.
- May 14 - Happy to attend the Sun Reporter’s Talented 25. Congratulations to the class of 2025, especially my first mentor, Uncle Corey.
- May 20 - In honor of AAPI Heritage Month, I was happy to honor Executive Director of All My Uso’s, Christine Mauia. Christine has transformed personal loss into powerful advocacy, continuing her husband’s legacy by providing critical health and mental health support—especially within the Pacific Islander community. Her dedication and strength inspire a more just and compassionate world.
- May 21 - Happy to stand with community and the Language Access Network to call on Mayor Lurie to fully fund our language access amendments that were passed last year. One in three residents is an immigrant and nearly 19% are limited English proficient. That means nearly 1 in 5 of our neighbors cannot access basic city services without language support, whether it's calling 911, applying for affordable housing, or getting a government-issued ID. In the age of Trump, when immigrant communities are under threat, local government must step up to protect our people.

Prop M Webinar: Supporting San Francisco’s Small Businesses
Attention San Francisco Small Business Owners! Approved by voters on November 4, 2024, Proposition M introduces meaningful changes aimed at supporting small business. The following are key highlights of Proposition M:
Small Business Relief:
- The Small Business Exemption ceiling for the Gross Receipts Tax increases to $5 million in gross receipts, more than doubling the current threshold.
- Starting in 2026, approximately $10 million in business license fees will be eliminated.
Consolidated Filing Deadlines:
- The Business Registration Fee and Gross Receipts Tax deadlines will be consolidated to the last day of February, beginning in 2026.

SAN FRANCISCO PUBLIC UTILITIES COMMIISSION

SFPUC crews will be making nighttime water system improvements on Duboce Avenue between Valencia and Guerrero streets. The work is technically taking place in D9 but is across the street from D10 residents.
There may be noticeable noise, vibration, dust, and parking and traffic impacts in the work zone. Water service may be temporarily interrupted. If so, we will provide advanced notice. We apologize for the inconvenience this work may cause.

Preparing for Sea Level Rise at the Shipyard
In response to the 2022 Civil Grand Jury Report, Buried Problems and a Buried Process, the Board of Supervisors appropriated $500,000 for the San Francisco Public Utilities Commission to conduct an independent, third-party study on sea level rise and its potential impacts on groundwater at the Hunters Point Naval Shipyard.
The U.S. Navy, as the lead agency responsible for cleanup at the Shipyard, is studying the effects of sea level rise at the Shipyard—required under federal law—to evaluate how rising water could affect groundwater conditions and potential mobilization of subsurface contaminants. The City’s independent study will provide an added layer of review by examining groundwater depth and flow patterns under multiple future sea level rise scenarios and assessing the potential for contaminant migration.
This study will provide the City and the public with independent verification that the cleanup at the Shipyard will protect public health and the environment in the decades to come.
PUC and the independent consultants will present an overview of the scope of their study at an upcoming Hunters Point Shipyard Citizens Advisory Committee (HPSCAC) meeting on July 28, 2025. BAYVIEW SHUTTLE:
As of May 12th, the Bayview Shuttle has officially been operating for 6 months! Since its launch, the Bayview Shuttle completed 20,000 trips for over 1,000 different riders. This significant milestone and the achievements of the Shuttle were highlighted at the Northern CA APA Awards , where the Bayview Shuttle won the Opportunity and Empowerment Award. This award credits projects that creatively partner with communities to develop projects that help to empower community residents. The Bayview Shuttle project team is immensely grateful to the community and all of our partners for providing your incredible insights to build a service fit for the community!
